Terry Hines
Community Leader and Public ServantTerry Hines’ professional career has been defined by a deep commitment to community, education, and student well-being. During his time with Core Mills, Terry was instrumental in strengthening community partnerships and supporting local schools, mentoring students, and helping to foster opportunities that benefited students and families across Rutherford County. His work reflected a belief that strong schools are foundational to a thriving community. Later, as Executive Director of the RHI Legacy Foundation, Terry continued this commitment through meaningful investments in student support and wellness initiatives. Under his leadership, the Foundation became a key supporter of the RCS Backpack Program, ensuring that students had access to essential nutrition outside of the school day. In addition, Terry championed other healthy initiatives that addressed the academic, physical, and social needs of students across the county. Through decades of service, Terry Hines’ leadership and dedication have made a lasting and positive impact on Rutherford County Schools and the broader community, improving the lives of countless students and families.
Innovative Teacher and District LeaderRosemary Smith
Rosemary Smith made her mark in Rutherford County Schools early in her career as an innovative teacher. She was known for bringing hands-on, real-world learning into her classroom, engaging students through meaningful instruction, and helping set a standard for innovative teaching across the district. She later served as a district science helping teacher, where she taught and modeled curriculum-based, hands-on science instruction for teachers and students throughout RCS. In this role, Rosemary strengthened instructional practices, supported teacher growth, and expanded opportunities for engaging, inquiry-based learning across the district.
In her later leadership roles as Director of Student Services and Director of Federal Programs, Rosemary wore many hats while overseeing vital programs that supported students and families. She successfully wrote and secured numerous grants for the district, expanding resources and services for schools. She also extended her service beyond the district through her work with the North Carolina Department of Public Instruction, representing the Western Region. Her leadership, innovation, and commitment to equity have left a lasting impact on Rutherford County Schools and the communities they serve.
The RCSEF Hall of Fame honors those individuals who have demonstrated measurable influence and made significant contributions to the growth and development of education in Rutherford County.
The Hall of Fame provides an opportunity for special recognition of these men and women who have led our community’s focus on educational excellence in Rutherford County for decades. The Hall of Fame also provides the community with a focus for preserving the County’s exciting educational history.
